CIS Position: Lead Programmer Analyst

Fiscal Intermediary Shared System

The roles and responsibilities during my tenure with Consolidated Information Systems (CIS) include COBOL programming for FISS, constructing project plans, and developing Capability Maturity Model (CMM) Level II compliant product development standards.  The projects have included specialized components for correcting Medicare health care claims held in suspense, CICS components requiring modification to fulfill a variety of business demands, and overall system standardization to process in multiple OS/390 environments.

AFLAC Position: Technical Project Manager

Health Care Information Privacy and Transaction Standards relating to The Gramm-Leach-Bliley Act (GLBA), Privacy Legislation from Individual States, and the Health Information Portability and Accountability Act (HIPAA)

The roles and responsibilities during my tenure included managing projects relating to two major health care initiatives mandated by the United State Congress, along with projects relating to specific privacy legislation promulgated for each state.  The role I fulfilled as Technical Project Manager included representing the Information Technology Division on corporate committees to address the GLBA privacy requirements, in addition to the HIPAA privacy and standard transaction projects.  Prior to, and during, each of the GLBA and HIPAA efforts, I provided the technical research in each area to determine the “best fit” approach for the AFLAC business models for insurance products sold and processed for policyholders in the United States.  During the Gap Analysis phase, we contracted assistance from consulting firms and I managed this team of consultants.      

Call Center Development and Support

Before my involvement with GLBA and HIPAA related projects, my roles included managing the call center system development projects after approximately one year as a systems developer on the Call Center Support Team.  The AFLAC call center system was an amalgam of AFLAC information systems in CICS applications.  All major enterprise data stores–held in DB2, ADABASE and VSAM databases, depending upon the original system design characteristics--were retrieved from these application databases to facilitate telephone call logging and tracking. 

Synovus Service Corp. Position: Senior Programmer

The role I fulfilled included providing support of production application systems and counsel relating to advanced Human Resource technology.

My primary responsibilities, relating to production systems, were the maintenance of a mainframe based Human Resource system called TesserAct.  Maintenance releases were provided from the vendor each year and a new version of the system was distributed every two years.  My involvement included applying the March 95 annual maintenance, installing the 1994 version in a development environment along with applying “in house” modifications, and installation of year-end processing components.  In the application support area, when additional software components within the TesserAct system, specifically the CICS routines used to provide interactive payroll check calculations and printing, required extensive modifications to process as required by Synovus Service Corp, I would fulfill those system modifications.

During the autumn of 1996 I began serving on a committee to evaluate advanced Human Resource systems.  This team--composed primarily of Human Resource executive management--set forth to complete the due diligence exercise required in preparing a business case to present to the executive management of the parent company Synovus Financial Corp.  During the initial phases of this project I provided research relating to Client/Server environments, the operational characteristics of each system we selected for evaluation, and matters relating to technical support.  Subsequent phases of this project have led to my participation in the selection of consulting groups as possible partners for the implementation of the new system and data processing services.  I composed the request for proposal sent to prospective data processing service center partners.  The systems we identified for evaluation were Client/Server based systems that included PeopleSoft, CSS/Horizon, and HR Access, to name a few.  Evaluation focused on PeopleSoft after completing the new technology business case.  Therefore, my research objective in the latter phases of this project became PeopleSoft Release 7.

Synovus Service Corp. provides Human Resource services to Synovus Financial Corp., at that time, a nine billion dollar in assets, multi-financial Services Company located in Columbus, Georgia.

BlueCross BlueShield of Georgia Position: Senior Programmer/Analyst

This position, held for greater than nine years, included COBOL programming using the disciplines of Command Level CICS for the IBM MVS environment.  In this role I supported the on line interactive systems used for processing medical claims.

During what we referred to as the Claims and Membership enhancement project, my role was the leader of the on line systems development group.  I supervised up to eight programmers, provided strategic and tactical planning, and designed the enhancements of this newly constructed on line system.  The duration of this project exceeded two years.

Total System Services, Inc. Position: Senior Programmer/Analyst

This position, held for approximately two years, included COBOL programming for the IBM MVS environment and the mainframe DOS/VSE environment.  In this role I provided support for vendor supplied systems and installed new application systems.  These systems were primarily financial systems used for a variety of banking applications and payroll.

Dyatron Corporation Position: Senior Programmer/Analyst

This position, with a leading provider of Trust Accounting financial systems, I fulfilled for two years.  I provided COBOL programming for the IBM MVS and DOS/VSE environments.  My duties included providing counsel to technicians employed by clients, served on development and special project teams, and assistance training customers and new personnel.

First National Bank of Columbus Position: Programmer/Analyst

This position, held for two years, included COBOL programming for a variety of financial banking applications and payroll.

Education

During my career I have completed a number of specialized courses.  For example, project management courses based on a variety of methods used by accounting firms, the Project Management Institute, disciplines used for Command Level CICS programming, COBOL II, MQ Series, and others.

Vocational College: Columbus Technical Institute, Columbus, Georgia.

Additional studies: Cleveland Institute of Electronics, completed one term of the Applied Science degree program.  Certified Commercial Investment Member (CCIM) completed the introduction course and the CI101 course.
